Description of the events that occurred: Steve was an RD, and after a fight occurred in Security, the captains real id, not the spare, was left lying on the ground. I witnessed Steve then break into Security. He disassembled the window and walked in. He took the Captain's ID, and then just left. I immediately set him to arrest because he committed theft, after which he seemed annoyed that he was considered illegal.
I was then carded by a traitor, and taken to the Captains office, where the traitor was killed by Steve. Steve then took my card, told me "Remember when you tried to capture me?", and put me in disposals. At round end it was revealed that Steve was not a traitor.
TL; DR: RD steals caps real id while not antag, holds a grudge against me for the whole round for being set to arrest.
Why you believe they should be punished: Griefing, as stealing the Captains real ID impeeds his ability to perform his duties and is considered a traitorous/antag act, despite him not being an antagonist.
